What changed in my October 2023 Con Ed Bill?

October saw the most changes in the gas portion of my ConEd bill, though overall, the September-October billing cycle tends to be one of the lowest of the year, at least in terms of usage gas and electric.

  1. I saw a major rate hike in gas delivery, with the gas delivery adjustment rate from 14.65 cents per therm to 22.67 cents per therm. While this only led to a $3.00 increase in a low utilization month, this will have a significant impact in the winter when I use 4-5x times as much as gas as in October. What is the ‘Gas Delivery Adjustment Rate,’ you may ask? Well, I’ll make a post dedicated to it, but for now it’s a rate determined by the New York State Public Service Commission as outlined here, Public Inquiry: Search Options (ny.gov). But, bottom line, the rate get’s much higher in the winter and adds significant costs.

2. For some reason, starting in October, ConEd started to divide out the sales tax for gas between delivery and supply. This is the first time in two years that ConEd has not had an aggregate 6% sales tax for BOTH delivery and supply. This leads me to believe that there will be some tax changes for gas supply in the works. I will be posting a dedicated discussion on energy sales tax in the coming weeks.

Whereas in Sept-Oct there are now two 6% sales tax entries. This doesn’t have any impact on my bill, but hopefully it means we will see some relief on gas delivery tax as we have with electric delivery sales tax relief.
